Harvey Combe was a key figure in the early development of Victoria Golf Club in British Columbia, Canada. He was originally from England and had immigrated to Victoria before 1893, when he played a major role in laying out the original course. Combe carried out constant changes and refinements to the course between 1893 and 1925, serving as both the original course architect and the club's secretary during that time.
